Situation Analysis
Zone 17 covers 6 countries and areas which are Mongolia, China, Korea, Japan , Taiwan and Hong Kong. North Korea and Macao are potential candidates to be members of WPA Zone 17. Member countries, except Mongolia, are characterized by Asian culture sharing common traditional values.
Member country varies greatly in population size, political system, level of socioeconomic development and per capita income. Factors influencing heath services including mental health service vary one country to another. Japan, Korea , Taiwan and Hong Kong enjoy almost 100% coverage of national health insurance services but the coverage of heath insurance in China is cited as less than 20% leaving the big rural population uninsured. The coverage of heath insurance in Mongolia is just beginning.
However, there have been steady improvements in general health situation in most of the member countries. The average life span of China, Korea, Taiwan and Hong Kong is over 70years old and that of Japan is over 80, the longest average of life in the world.
Very rapid socioeconomic change, urbanization, increasing stressful life style and demographic changes have invited mental health as major public health challenge in East Asia. In many countries and areas in East Asia, traditional resources for mental health such as extended family, communal oriented societies and traditional religious networks are fast diminishing. Modern resources in mental health such as trained psychiatrists and psychiatric hospitals are scarce or unevenly distributed.

Recommendations in previous years.
At the WPA Yokohama in August 2002, Yokohama Declaration pointed out the lack of psychiatric resources in many developing Asian countries and asked the international cooperation to train mental health workers and to promote community based services. At WPA Cairo, a section of developing countries has been established to draw attention to the difficult situation faced by mental health workers in developing countries including East Asia. Also, the need for international assistance to the victims of major disasters both manmade and natural has been highlighted.


Objective
The above situation analysis results in the following objectives.
1) To increase the coverage and improve the quality of mental health services which are scientific, culturally relevant, cost –effective and humanistic.. It is important to introduce financing scheme to facilitate community based approach.
2) To develop and promote appropriate services to emerging mental health problems related to stress, demographic change and disparity. Among others, depression, suicide, substance abuse , senile dementia and psychological care for the disaster victims should be given particular attention.
3) To increase the number of mental health resources and eventually to provide mental health training to general health workers to deal with essential psychiatric problems.
4) To foster international collaboration to achieve the objectives 1, 2, 3 through the various scientific exchanges at both official and unofficial level between WPA member countries and areas.

Activities.
1) To enact mental health law in China and to prepare mental health legislation in Mongolia. The present metal health laws in Japan, Korea, Taiwan and Hong Kong will be reviewed to protect the human rights of users.
2) To support the organization of families and users of people with mental diseases in China and Mongolia and to work closely with user and family in Japan, Korea, Taiwan and Hong Kong.
3) To promote training of psychiatric nurses and related heath workers in Mongolia in collaboration of WHO and other NGOs. Mongolia is suffering from the shortage of trained mental health workers.
4) To encourage scientific meetings both at national and international levels and to support the dialogues among psychiatrists in the Region.
5) To collaborate with national societies in the organization of symposia and seminars on mental health issues of social relevance such as on disaster, suicide prevention and substance abuse .
